These clowns called Romano came with villagers to clean our computer labs, classrooms, offices and tails. It was in the toilets that they proved their daring nature, a toilet watershed was cleaned for two thousand shillings and a urinary for cardinal thousand shillings.

When the procurement committee was passing these quotations the figures looked so small, that I am sure awarding was done in a matter of minutes. When invoices started to follow the shock was in every point of department.



The figures these heads of department were asked to sign for approving payments were hundreds of thousands of shillings, in all it was much than four million shillings to be paid to Romano.

HODs rebelled by refusing to sign and instead asked questions about the validity of these invoices. In a concourse to discuss these issues it was later discovered that Romano cleaned more toilets in whatsoever departments than actually physically exist, or more windows in a building than the physical count of the windows. What attracted my attention was how the procurement committee awarded a charge of two thousand shillings for cleaning a toilet basin, so in my innocence I headstrong to ask, how could cleaning a toilet basin cost more than a new basin?
